PRAIRIESTAR METROPOLITAN DISTRICT NO. 2
The PrairieStar Metropolitan District No. 2 (the “District”) is a Title 32 Special District that has been established for the purpose of financing and installing street, park and recreation, water, sanitation, transportation, mosquito control, safety protection, fire protection, and television relay and translation improvements of the District, and the provisions of landscape maintenance and covenant enforcement and all other improvements or services permitted by Article 1, Title 32, C.R.S. (collectively, the “Public Improvements and Services”), except as specifically limited by the Service Plan for the District approved by the Town of Berthoud on July 27, 2010, as it may be amended from time to time (the “Service Plan”). The District was formed in conjunction with PrairieStar Metropolitan District No. 1 (“District No. 1”), PrairieStar Metropolitan District No. 3 (“District No. 3”), and PrairieStar Metropolitan District No. 4 (“District No. 4” and collectively, the “Districts”).
The Public Improvements and Services are for the use and benefit of the residents and taxpayers of the District. The District is located in the Town of Berthoud, Larimer County, Colorado. The District is a quasi-municipal political subdivision of the State of Colorado authorized to provide specialized services that the Town of Berthoud does not provide.
The Districts may collectively incur a maximum debt of $38,150,000. The Districts may use ad valorem taxes, fees, rates, tolls, penalties, charges, and revenue assigned by third parties to repay such debt.
The District may assess a maximum mill levy of fifty (50) mills, as adjusted to account for changes in the method of calculating assessed valuation or any constitutionally mandated tax credit, cut, or abatement occurring after January 1, 2010, to repay such debt.
The District must file an Annual Report with the Town of Berthoud, the Division of Local Government, the State Auditor, and the Larimer County Clerk & Recorder.
The District boundaries overlap with the boundaries of Berthoud Community Library District, Berthoud Fire District, Larimer County Pest Control District, Larimer County, Northern Colorado Water Conservation District, Thompson School District R2-J Bond Payment; Thompson School District R2-J General Fund, Thompson Valley Health Services District, and the Town of Berthoud.
